Reporting to the Health, Safety and Security Superintendent, the Health and Safety (H&S) Coordinator collaborates proactively with all Health and Safety Team members, Operations and Project Team employees, and contractors to develop, maintain, audit, coach and mentor an integrated H&S risk-based management system.  The Coordinator is also accountable for all associated procedures, standards and tools that promote a strong risk sensitive safety culture across all areas of the Baffinland organization.

Main Accountabilities

 

  1. Assist with the development, implementation and maintenance of health and safety policies, programs, and procedures, training programs, and health and wellness programs. Provide technical support and guidance in the development and maintenance of H&S programs, systems, plans, tools and Standard Operation Procedures (SOPs).
  2. Conduct various formal and informal inspections, audits, risk assessments, and reviews to determine compliance with the Health & Safety programs, systems, tools, SOPs, legislation and regulatory deliverables.  Communicate/follow-up on corrective actions.  Participate and coordinate WSCC Mine Inspector audits, regulatory and other visitor audits and tours. Provide reports from audits and inspections to management and supervisor on H&S incidents, non-conformance and non-compliance events and provide recommendations on improvement or correction.
  3. Participate in and ensure that investigations into injuries, accidents, near misses and unsafe acts and conditions are conducted properly, causal factors identified and appropriate corrective actions identified by assisting, coaching and mentoring personnel. 
  4. Deliver H&S related training presentations, information and influence to all employees on safe work practices, tools, procedures and guidelines when required.
  5. Perform administrative duties such as maintaining records of HSE monitoring and measurement activities, maintaining both electronic and hard copy filing systems and drives, the H&S SharePoint page, H&S documentation (policies, programs, and procedures).  In addition, maintain the incident spreadsheet and corrective action log; and prepare the Daily Safety Memo, Safety Meetings, etc., and analyzes information, data and statistics from the BIM HSEST management systems.
  6. Help coordinate the  industrial Hygiene program appropriate for the risks and legal requirements of the site including accompanying contract hygienist during visits, helping set up equipment, performing requested testing noise testing for specific areas, developing in-house reports and presentations based on testing results, and making recommendations.
  7. Conduct H&S related assessments including functional capacity testing, physical demand analysis, and ergonomic evaluation.
  8. Assist with investigations and audit incident reports to ensure completion and quality, and provide suggestions of corrective actions. Track and report on the status of investigations, corrective and preventive actions.
  9. Support Human Resources ands lead investigations in respectful workplace incidents at site.  Assist and lead Mental Health Crisis Management investigations/incidents at site.
  10. Coach and mentor employees, contractors, and management in regards to due diligence, best practices and legal compliance in the workplace.
  11. Assist supervisors and management with the development of quality Job Hazard Analysis’ for unusual/non-routine tasks and risk assessments.
  12. Participate, coordinate and support the development of the Occupational Health and Safety Committee by providing training on health and safety relevant processes, tools, etc., ensuring that co-chairs hold effective meetings, and acting as a resource for committee members.
  13. Provide support to the Emergency Management Team Lead, when required, during Code 1 events, weather events and other emergencies.
  14. Monitor and support on site WSCC worker case management and return to work initiatives.  Facilitate and communicate the closure of regulatory compliance inspections with WSCC.
  15. Maintain,  storage and inspection of H&S, departmental PPE & Equipment

Main Qualifications

  • Diploma from a vocational institution in Health & Safety
  • College diploma in Health & Safety preferred
  • Certificate in CRSP or other OH&S designation preferred
  • Certificate in First Aid Instructor training preferred
  • Certificate in Marsec Training preferred
  • Certificate in Incident investigation; 5-Whys and ICAM preferred
  • Certificate in Mine Rescue and Fire Fighting training preferred
  • Certificate in Confined space and gas monitoring preferred
  • Certificate in WSCC supervisor training preferred
  • Minimum five (5) years of Health and Safety related experience in the construction/mining industry, Oil and gas, Forestry, consulting, or government.
  • Experience in Risk-Based Safety Programs in a remote face-paced setting
